The Bellevue Community Center Replacement Study will evaluate opportunities for the future replacement of the existing community center and support long term planning for recreation facilities within the community. The study will include an assessment of existing conditions, evaluate current and future recreation and community needs, and explore opportunities related to facility programming, site planning, and overall site organization.
Through a combination of technical analysis, concept development, and community engagement, the project will help establish a preferred concept direction and provide recommendations to guide future decision making.
Approach & Timeline
The Bellevue Community Center Replacement Study is organized into four phases and is anticipated to occur between Summer 2026 and Winter 2026. Each phase will build upon the previous to guide technical analysis, community engagement, concept development, and recommendations that support future decision making and implementation planning.
Phase 01: Discover
May - June
Phase One of the Bellevue Community Center Replacement Study focuses on officially launching the project and establishing the project Steering Committee, a group composed of selected City staff, residents, business representatives, and other community stakeholders who will serve as project liaisons and collaborate with the consultant team throughout the study process. The project team will conduct an initial review of the site and existing conditions, including evaluating existing facilities, opportunities, and constraints. Findings from this analysis will help inform the development of preliminary concepts and establish a foundation for future phases of the study.
Phase 02: Engage
July - September
Phase Two will primarily focus on community engagement. During this phase, an online public survey will be conducted to gather community input and evaluate preliminary design concepts to better understand community priorities, preferences, and desired amenities. Findings from the survey will be reviewed and analyzed by the project team and Steering Committee and will help inform the refinement of concepts and the selection of a preferred design direction for the future community center.
Phase 03: Refine
September - October
Phase Three serves as the refinement phase of the Bellevue Community Center Replacement Study. The Steering Committee and consultant team will utilize findings and feedback gathered throughout previous phases to further evaluate, refine, and advance design concepts. The outcome of this phase will be the development of a preferred community center design concept that reflects technical analysis, community priorities, and project goals established throughout the study process.
Phase 04: Finalize
November - December
Phase Four of the Bellevue Community Center Replacement Study will focus on sharing the outcomes of the planning process with the community. This phase will conclude with a public open house where the final preferred community center concept will be presented. Community members will have the opportunity to learn about the vision, understand the analysis and feedback that informed the recommendations, and explore potential next steps for future implementation and decision making.
